Marc Halsall – Director (BA Soc. Sc. Grad Dip U & R Plan)

Marc has a Bachelor of Arts Degree in Social Science majoring in Geography and Government (EDU) and a Post-Graduate Diploma in Urban and Regional Planning (Curtin).

He also has significant experience (almost 20 years) with almost 9 years of employment at the Shire of Augusta-Margaret River as a Town Planner followed by 11 years working as a private consultant in Town Planning.

Whilst at the Shire of Augusta-Margaret River, Marc held the position of Principal Planning officer (co-ordinating the planning section) and has a thorough knowledge of relevant statute and policy. Marc was responsible for managing all planning application assessment and ran the DCU (development control unit) for many years.

Vivienne Clarke – Senior Town Planner

Vivienne Clarke is a Town Planner with 10 years of town planning experience in Western Australia, working in both the public and private sectors. Vivienne was first employed as a Statutory Assessment Co-ordinator then subsequently as a Town Planner at the Shire of Augusta-Margaret River before leaving to commence work in the private sector at Halsall & Associates Town Planning Consultants. The Statutory Planning Assessment Co-ordinator role incorporated liaison with Planning officers and the public as well as coordination of the administration procedures to enable timely and efficient execution of both the assessment and general planning application process. As a Town sectors, Vivienne has specialised in the following:

  • Preparation of reports on statutory and strategic planning matters for local authority and state government consideration.
  • Provision of advice and assistance with strategic projects of both local and regional significance. Produce applications for planning consent and subdivision in accordance with the Residential Design Codes, Various Town Planning Schemes, and local authority and state government policies
    and strategies.
  • Provision of written and verbal advice to the public and government agencies.
  • Preparation of applications for planning consent, subdivision, and amendment to town planning schemes.
  • Supervision and co-ordination of sub-consultants and project management.
  • Research, written and verbal liaison with government departments to develop sound planning instruments and provide for their interpretation.
  • Undertake inspections, and negotiate as required, assess and make recommendations to local authorities on applications for planning consent to ensure compliance with and/or enforcement of the Local Planning Scheme and other relevant legislation.

Prior to undertaking a career in Town Planning, Vivienne also worked as a Real Estate and Business sales representative and has extensive background in both property and planning procedures.

Andrew Blee – Manager, Bunbury Office

Andrew graduated from Curtin University in 2006 with a Bachelor of Arts in Urban and Regional Planning. Following University Andrew returned to Bunbury and commenced work with the Shire of Harvey in late 2006 where he held roles as planning officer and senior planning officer until leaving in 2009. His roles at the Shire of Harvey included:

  • Assessing development applications, scheme amendments, structure plans, subdivision proposals and extractive industries;
  • Preparing detailed reports for Council;
  • Attending Council meetings;
  • Providing advice to the public;
  • Preparing recommendations to the WAPC; and
  • Liaising with government authorities.

In 2009 Andrew commenced work for the Department of Planning as a planning officer which involved the assessment of subdivision applications, scheme amendments, structure plans, local planning schemes and strategies.

Andrew was also appointed as one of the two Super Town officers in the Department of Planning as part of the Governments Royalties for Regions program. This role involved attending project control meetings with the Shires of Collie, Augusta-Margaret River and Manjimup and relevant government representatives, assisting where possible and ensuring that all proposals were consistent with the State Planning Framework.

In 2012 he was appointed Senior Planning Officer in the Strategic section which involved the development and review of various planning policies and frameworks. The main project Andrew worked on was the South West Regional Planning and Infrastructure Framework. The role involved:

  • Setting up an advisory committee and organising meetings;
  • Drafting the document;
  • Liaising with government authorities to determine their priorities;
  • Attending South West Region Planning Committee and Western Australian Planning Committee meetings;
  • Briefing the Chairman of the WAPC and Director General of the Department.

In February 2014, Andrew commenced with Halsall & Associates to establish an office in Bunbury.
